The Convention on Environmental Impact Assessment in a Transboundary Context (the Espoo-convention) sets out the obligations of Parties to assess the environmental impact and notify and consult each other on all major projects under consideration that are likely to have significant environmental impact across boundaries. The first amendment from 2001 opened the Convention to accession by UN Member States that are not members of the UNECE, and the second amendment from 2004 allows affected Parties to participate in scoping, requires reviews of compliance, revises the list of activities and makes other minor changes.
